当前我国经济发展方式急需转变,经济发展方式的转变实质上就是经济社会的全面转型,新时期经济社会的全面转型是改革开放的延续和深化,必须在改革开放的基础上,以科学发展观统领全局,以全面开放来推动经济社会制度化的全面构建。

At present, China＇ s economic development urges for a shift, which are in essence systematic transition of society. At this new stage, the systematic transition of society is an extension and further development of the Reform and Opening. It is imperative that, on the basis of Reform and Opening policy, we guide the overall process with scientific view of development and drive systematic construction of economic and social institutionalization with comprehensive opening.
