摘要
我国生物育种高技术产业化工程,促进了一批农业生物技术产业化的关键技术的应用;优质高产动植物新品种的产业化,提升了农业综合生产能力;扶持了一批龙头企业;探索了"企业+基地+农户"的产业化发展模式。面对资源环境约束、消费需求提高和全球性转基因技术的严峻挑战,需从宏观层面做好生物育种高技术产业化工程的战略规划,多方筹集资金,加大政策扶持力度,提高产业聚集效应,加大种子产业的市场宏观管理,培育大规模、高水平生物育种企业,做好生物资源的保护、开发和利用。
The high-tech industrialization projects of bio-breeding facilitated the application of key bio-technology in agricultural sector, promoted the industrialization of new species of high quality plants and animals, enhanced the comprehensive productivity of agriculture, supported the development of dragon-headed enterprises, and explored the development models of "enterprises, production bases, and farmer households". However, facing the challenges of environmental resource constraints, high costumer requirements, and global gene-transfer technology, the development of bio-breeding sector requires the strategic planning at the macro-level, mobilizing funds from various sources, providing more fiscal support, enhancing the aggregation effects of industries, strengthening the market management, and nurturing the large scale and high tech enterprises on bio-breeding, and doing a better job on the conservation, development, and use of biological resources, and improving the support policies on industrialization of agricultural bio-breeding.
