摘要
【目的】探索海洋生态补偿的最优补偿方式,实现经济开发与生态环境保护的均衡发展。【方法】建立两个动态博弈模型,第一个模型是开发商、渔民两方参与的动态博弈,第二个模型是开发商、渔民、政府三方参与的动态博弈,分别求得模型最后的均衡解,并比较两个模型不同的均衡解对渔民的不同影响。【结果】从模型的均衡解比较来看,海洋生态补偿中的最佳方式是政府参与的三方博弈模型。【建议】政府需要参与到海洋生态补偿,并注重保护渔民的利益,增加政府海洋生态补偿补贴额,建立一套海洋生态补偿机制及相关的配套机制。
[Objective]Top-notch method of marine ecological compensation was studied with aim to keep balance between economic growth and ecological environmental protection. [Method]Two dynamic game models were constructed, viz., two-party of developers and fishers and three-party dynamic game model of developers, government and fishers. The effects of equilibriums solution of two models on fishermen were compared. [Result]Compared to the equilibriums solution, the three-party dynamic game model was found superior in marine ecological compensation. [Suggestion]The authorities are supposed to get involved in the marine ecological compensation, make fishermen's benefits a priority, distribute marine ecological subsidy and build the marine ecological compensation mechanism together with the relevant supporting mechanism.
