摘要
有效控制湖泊流域污染排放负荷总量是长远保障湖泊水体环境质量的根本措施,由于影响湖泊流域污染排放负荷总量的因素和关系复杂,针对湖泊流域整体性宏观控制系统设计缺乏可操作性的理论、方法和应用实践,在很大程度上影响了湖泊生态环境保护的效果。为此,介绍了基于水环境影响不同分区的流域污染排放负荷总量控制系统设计的基本原理和技术流程,提出了水环境质量影响指数的概念和计算公式,讨论和评估了在洱海流域污染排放负荷总量控制系统总体设计上的应用和预期效果。
The effective control of the total pollutant emission load from lakes is the main measure to guarantee the water quality of lakes. Due to the numerous factors affecting the total pollutant emission load from lakes, and the complicated relations among these factors, the design of the macrocontrol system for lake basin lacks operable theory, methods and applications, which influences the effect of lake eco- environmental protection to a great extent. Therefore, the basic principles and technical process of desig- ning the control system for total pollutant emission load from lake basin zoned according to the different water environmental impacts were introduced. The concept and calculations of the water environmental quality impact index were proposed. The applied research and expected effect in design of the control sys- tem for the total pollutant emission load from Erhai Lake basin were discussed and evaluated.
