摘要
在新媒体时代,由于民众使用媒介的差异和新信息媒介呈现民意的方式偏差,使得新信息媒介实际造成了民意沉没与民意放大的现象。在此基础上,造成原有稳定的政策公信力基础被瓦解,产生了政策公信力危机。政府应当采取对策,通过"信息补偿"方式,以"控制影响—明确动机—公示论证—指导执行"的顺序,控制公信力下降的速度,重塑政策公信力。
In this age of information revolution, because of the different usage of information media in different social status and the presented way of new mediag opinion, the new information media actually causes sunken public opinion and amplified public opinion. In this situation, the solid foundation of policy credibility crumbled, which caused policy creditability crisis. Gov- ernment should take measures, by means of " Information Compensation" and in the order of" impact control--motivation clearance--demonstration publicity--implementation guidance" , to control the speed of creditability collapsing and rebuild the policy creditability.
