城镇化是经济社会发展的必然趋势,也是工业化、现代化的重要标志。从《中共中央1984年农村工作的通知》首次提出小城镇发展问题以来,党的十五大、十六大和十七大都对加快小城镇的发展提出了具体要求,"十二五"期间,我国仍处于城镇化加快发展的阶段,以农民工市民化为重点的人口城镇化战略在国家战略中的地位将大大提升,城镇化将成为经济社会发展的新动力。
