滁州市农村土地流转情况的现状分析与对策思考

Analysis on the Current Situation of Rural Land Circulation in Chuzhou City and Its Countermeasures

近年来,滁州市农村土地流转在政府的大力推动下,虽然进程明显加快,但是不少农户仍然存在不愿、不敢、不想流转土地的心态,而规模经营主体又存在土地成片流转不畅、开发资金筹措困难、土地流转期限偏短、自然灾害风险较大、市场有效对接较差等实际问题,从而直接制约和影响了滁州市土地流转进一步发展的规模与潜力。为此,需要从加强宣传教育、强化政府职能、推动非农就业、健全社会保障、加大扶持力度、创新工作思路等方面,进一步强化推进土地流转的措施。

In recent years, under the support of Chings government the rural land circulation of Chuzhou city has had significant growth in its progress. However, it still faces some problems. Many villagers still hold the attitude of being unwilling, or afraid, or even of no intension to transfer their management rights of their lands. Besides, the scale land--managers confront such practical problems as inefficient land circulation, financial difficulties in development, short--term land circulation, natural disaster risk and poor market effective connection, which directly prevent and in{luence the further development of the scale and potentiality of land circulation of Chuzhou city. Aiming at these problems, further efforts should be taken from such aspects as strengthening propagation and education, enhancing the function of government, promoting non--agricultural employment, developing a sound social security, increas- ing the supporting force and innovating work method in order to further intensify the countermeasures contributing to the progress o{ land circulation.
