当今世界，充斥着许多来自自然灾害或人为过失造成的城市安全问题。城市防灾救灾成为了创建和谐社会的重要组成部分。本文主要探讨城市综合防灾减灾的必要性，归纳总结当前南方丘陵地区所面临的城市安全问题及其影响，结合南方丘陵地区的气候与地形地貌特点．从生态可持续的观点出发，对南方丘陵城市所面临的危机与灾害．提出综合防灾减灾的相关措施与对策．使我们的生活环境尽可能免受灾难的威胁。

In today＇s world, there are filled with many urban security issues from natural disasters or accidents caused by human error. Urban disaster prevention and mitigation has become an important part of creating a harmonious society. This paper mainly discusses the necessity of the urban comprehensive disaster prevention and mitigation, summarizes the current urban safety issues and their implications faced by Southern Hilly Region,combining with the characteristics of the Southern Hilly Region in climate and topography, from the point of view in ecological sustainability, with crisis and disasters of the Southern Hills city faced, proposes the integrated disaster prevention and mitigation measures and Countermeasures to make our living environment as much as possible from the threat of disaster.
