为适应产业结构转型升级需要,职业教育转型重点应由"设计模式"向"内生模式"转变,政府在这种转变中应重新定位角色,在对职业教育的调控和管理中应充分尊重其"内生发展"的规律,重在营造环境、完善制度、促进协调,并逐步放弃传统的垂直管理方式等。

In order to adapt to the demand for industrial structure transformation and upgrading, the emphasis of vocation- al education should transform from ＂design pattern＂ to ＂inner development pattern＂. The government should re-orientate its role, value the rule of ＂inner development pattern＂, construct the environment, complete the rules, promote the coordi- nation and give up the traditional pattern of ＂vertical management＂ during the control and management of vocational edu- cation.
