全国科普示范县(市、区)活动对农业技术推广的促进作用

Studies on Promoting Effect of National Science Popularization Exemplary Counties (Cities/Districts) to Agricultural Technology Extension System

农业技术推广是解决三农问题的重要手段。全国科普示范县(市、区)活动的目的是提高城乡居民科学素质,服务县域经济发展。该活动自开展以来的10余年里,在农业技术推广方面积累了一定的建设经验。为了使其更好地服务于农业技术推广,从传播学的角度分析了农业技术推广的传播要素,借助案例探讨了全国科普示范县(市、区)对农业技术推广的促进作用。结果表明,全国科普示范县(市、区)活动作用于农业技术推广的各个传播环节,促进了农业技术的传播与推广;并且活动以示范带动的方式扩大了影响面。最后对全国科普示范县(市、区)活动如何进一步发挥示范带动作用提出了相关政策建议。

Agricultural technology extension was an effective way in overcoming the difficulties arising in ＂Three rural issues＂. National Science Popularization Exemplary Counties （Cities/Districts） constructing activity, having been operated for more than 10 years, aims at promoting citizens＇ scientific literacy and advocating the sustainable development on county level and has accumulated a lot of experience in disseminating skills in farming and growing. To seek better efficacy, this paper noses into how constructing activity could help advance agricultural technology extension by using deliberative analysis from the view of communication science. The study reaches the conclusion that the constructing activity did work on the whole process of agricultural technology extension and facilitated farming skills dissemination. It also shows that the exemplary models have set effect on the neighboring counties. To end with, authors of the paper put forward suggestions on further exertion of the functions of the constructing activity.
