流动人口犯罪的成因及对策分析

Causes Analysis of Floating Population Crimes and Countermeasures

随着流动人口数量的增加,流动人口犯罪现象也已不容小觑。流动人口犯罪的成因主要有政策和制度导致的社会地位的差别、社会贫富差距加大、弱势人群的诉求难以表达、资源分配不合理以及劳资纠纷引发的矛盾等等。通过对农业结构的调整和对农村服务业的加强来减少城市流动人口,同时加强具有我国特色的农村保障体系,改变既往的人口管理制度来减缓矛盾,改善流动人口诉求表达渠道等对策,会使流动人口犯罪现象得到一定遏制。

With the increase of floating population,floating population crimes have to be focused. They are mainly resuhed from so- cial class difference led by policy and system,increasing gap in wealth, difficulties in expressing the demands of vulnerable population, irrational allocation of resources, lots of contradictions resulted from labor disputes. The floating population crime will be contained by decreasing urban floating population through adjusting agricultural structure and strengthening rural service industry, strengthening rural assuring system with Chinese characteristics, changing the past population management system to relieve the contradictions and impro- ving the appeal channel of floating population.
