政府治理视域下产学研合作阻力因素分析及动力机制研究

On Resistance Factors and Dynamic Mechanism in Industry-university-research Cooperation from the Perspective of Government Management

产学研合作是推进科技进步,建立国家创新体系的重要依托。从政府治理的视角分析了推进产学研合作必要性与迫切性,着重分析了体制政策、信息服务、投资方式等阻力因素,进行了政府介入产学研合作体系的动力机制分析,并提出促进导向、决策主导、协调服务等促进产学研合作的具体举措。

Industry- university-research cooperation is the important guarantee to promote scientific and technological pro- gress, and to establish national innovation system. This article discusses the necessity and urgency of promoting coopera- tion from the perspective of government management. It focuses on institutional policy, information services, investment and other resistance factors and analyzes its dynamic mechanism of government intervene in industry-university-research cooperation. It also puts forward specific measures to promote the cooperation such as promotion orientation, decision- making domination and coordination services.
