河北省环首都绿色经济圈建设面临着京津冀区域经济一体化、首都经济圈纳入国家"十二五"规划等新的重大历史机遇。系统规划滞后、对外开放滞后、增长模式滞后、城镇化水平滞后是环首都绿色经济圈建设面临的主要问题。没有形成真正意义上的"京冀联盟",是环首都绿色经济圈建设的主要障碍,主要体现在发展理念、体制机制和诉求矛盾等方面的制约。环首都绿色经济圈建设应充分考虑北京正在外溢的产业及人群特点,努力互补而非竞争,实现与北京的全方位对接,把产业隆起、开放开发、特色城镇、生态建设作为环首都绿色经济圈建设的重点,加强区域间的协调联动。
