农地非农化的经济学视角研究

Study on Economic Theory Analysis of Farmland Conversion

文章从经济学理论角度分析了当前我国农地非农化的三个诱因:土地用途竞争配置,农地市场价格扭曲和农地外部成本没有内部化。在理论分析的基础之上,提出了改革和完善农地非农化制度的建议:完善农地市场化制度;建立新型农地产权制度;完善农地非农化相关法律体系;建立健全地方政府耕地保护考核机制;建立农地保护补偿与激励机制。

The inducement of the conversion of farmland into nonagricultural land has been analyzed based on economic theory. It concludes three respects, the competition tbr allocation of land using, the distorted market price of agricultural land, and the burden of outside cost of a-gricultural land of entire society which should be born by personal friend. On the basis of lbeoretieal analysis, it gives some suggestions on how to make the institution of the conversion perfect, reforming and consummating the market-oriented system of agricultural land; building the new model property order and also making the legal system of the conversion perfect; establish and perfect the cultivated land protection assessment mechanism of local government; establish farmland protection compensation and incentive mechanism.
