集体土地属于集体所有,但在我国的立法和执法中都较多的强调国有土地的使用和保护,而对集体土地的规定相对较少,也不够重视,使得集体土地上的违法行为普遍存在,并对我国土地整体的节约集约利用以及合理利用带来了一定的阻碍。对集体土地上的违法行为的发现和有效治理,有利于提高我国合理高效地利用土地。

Collective land belongs to collective. In our country＇s legislation and law enforcement lay stress on the public domain. There are less rules and attention on the collective land, that land illegal behavior is ubiquitous. It is certain obstacle to land conservation intensive use and reasonable use. Discovering and efficiently improving the illegal behavior detection on the collectively-owned land will heighten the ra-tionality and availability of land use.
