摘要 为减少主观因素影响、提高国防科技动员能力评估的准确性,提出一种基于灰色权聚类的评估方法。通过分析国防科技动员体系构成要素,构建了国防科技动员能力评估指标体系,采用灰色权聚类理论处理专家打分数据,对国防科技动员能力进行综合评估,依据评估结果提出国防科技动员体系的改进建议。评估实例结果表明,笔者提出的灰色权聚类国防科技动员能力评估方法具有可行性和适用性。 To decrease influence of subjective factors and improve capability evaluation veracity of science and technology in national defense mobilization, an evaluation method based on grey power clustering was put forward. The capability evaluation index system of science and technology in national defense mobilization was colastructed by analyzing its' inscapes. Then, the grey power clustering was used to deal with mark data from expert. Based on this, the mobilization capability of science and technology in national defense was evaluated and the advices to improve on the mobilization system of science and technology in national defense were brought forward according as the evaluation results. The examnle of evaluation demonstrated the method is feasible and applicable.
