Based on confirming cultural heritage class scenic management rights can be transferred. From the value of property and the special protection of heritage resources, the authors put forward government regulation as a means to audit assessment of cultural heritage resources, determine the scenic area management entities, the transfer price transfer deadline, high- lighting the protection of cultural heritage and scenic public welfare and proper disposal of the scenic area management rights to terminate the matter, and ultimately build a complete system of government regulation of cultural heritage class scenic transfer of operating rights.
