摘要环境论争的实质是不同行动者针对某一现象所赋予的不同意义之间的话语竞争,目的在于获取话语霸权,进而影响政府的政策制定与制度安排。运用话语取向的研究方法,从话语内容、话语策略和制度结构三个维度来分析PM2.5论争中不同话语联盟间的互动、竞争过程,有助于更好地理解环境论争与政策变迁的本质。话语取向具有特定的规范性意涵,即对沟通对话的重视,有助于改善人类政治与社会实践。 The essence of environmental debate is the discourse clashes with varied meanings afforded to the same phenomenon by diversified actors,aiming at gaining discourse hegemony,so as to influence governmental policy-making and institutional arrangements.This paper is intended for analyzing the process of interaction and clashes between different discourse coalitions in the PM2.5 debate from three dimensions——discourse content,discourse strategies,and institutional structures,using the method of discourse orientation.This is to help better understand the essence of environmental debate and policy change.The discourse orientation has specific normative connotation.It would help improve the political and social practice on the part of human being.
