摘要 由于利益博弈、认知障碍、政策环境、政策方案及政策的复杂性等原因,新课改进程中出现了选择性、形式化、异质化等政策规避行为。课程政策规避的消解对策为:首先,提升执行者的政策执行力,倡导"自下而上"的课程变革;其次,建立与健全学校课程制度,规范学校课程变革的运转;最后,配套与完善课程政策,促进课程政策执行的制度化。 As a result of the interest game, cognitive impairment, policy environment, policy program as well as the complexity of the policy problem and other reasons, the process of curriculum reform appeared the act of the selective, formal, heterogeneous of escape orientation. This paper presents countermeasures for curriculum policy escape: firstly, to enhance the implement ability of the executor to advocate the "bottom-up" of the curriculum reform, seneendly, to estab- lish and perfect the curriculum system to standardize the school curriculum reform, thirdly, to perfect the supporting poli- cies and standard of curriculum policy to promote the internalization of curriculum policy implementation.
