摘要
从威海市的3个县级市妇女和儿童对妇幼卫生服务的需要量(模式A)和需求量(模式B)出发,结合妇幼卫生人力配置量在县、乡、村三级不同的分配模式,即实际利用状况(模式Ⅰ)和应利用状况(模式Ⅱ),来分配和计算威海市县级妇幼卫生人力的需要量和需求量,其结果如下:(1)虽然威海市县级妇幼卫生人力现有人力与配置量相比,约超出55.52~163.20人,过剩人数约占现状人力的19.28%~56.67%,但内部结构存在着显著的差异。医疗人力过剩,保健人力不足。(2)威海3个县级市农村的妇女和儿童倾向于利用县一级的妇幼卫生服务,由此会造成人力的浪费约63.18~93.88人。
Maternal and children health manpower is the main resource to provide maternal and children health care. The quantity and quality of MCH manpower influence the MCH greatly. By analyzing the health status of women and children, staffs in county level institutions, work efficiency and three - tiered functions, this study is in order to provide a basis to MCH manpower planning at county level in Weihai city and to provide the slue and methods to other areas. Different methods and different models had been used in the study,which are the methods of need(model A) and demand(model B) .combined with different distribution models in county- township- village three levels,which are from the practical utilization (model 1) and the theoretical utilization (model 11) .The results are as following:(1)Although the present MCH manpower is much more than the planning manpower,which is about 55.51 - 163.19 staffs more and count for 19.27% - 56.66% of the present staff,the inner structure of the manpower is different. The human manpower for clinic is more and the human manpower for health care is less than the planning manpower . (2) Women and children of three counties in Weihai city are likely to reach service in county level, which could make waste about 63.17 -93.88 MCH manpower. (3) So it is necessary to define the functions of county hospital,county MCH station and county family planning station, and the three - tired functions of county - township - village.
