摘要
矿产资源短缺现象不可避免,矿产资源短缺是一个风险问题。目前理论界尚无矿产资源短缺风险的定义。合理准确地描述矿产资源短缺风险的概念对于认识风险,尤其是开展风险分析和管理具有十分重要的意义。作者将矿产资源短缺风险定义为矿产资源供需与预期差异产生不利事件的未来情景。矿产资源短缺风险具有以下特征:(1)风险的社会属性;(2)风险传导的双向性;(3)最终风险源是价格;(4)风险影响的二阶段特性。
The shortage of mineral resources is inevitable and it is an issue of risk. There is no definition of the shortage risk of mineral resources in academic by now. Defining the shortage risk of mineral resources is very important for realizing risk. Further more, it will play an important role in risk analysis and management. In this paper,the shortage risk of mineral resources is defined as adverse event scenarios caused by the difference between actual supply and expected demand for mineral resources in the future. The shortage risk of mineral resources has the following characteristics ： （ 1 ） The social attribute of the shortage risk of mineral resources ; （2） The bidirectional attribute of risks conducting ; （3） Prices as the sources of risk ; （4） Two - stage characteristics of risk effect.
