摘要
当前研究很少就体育彩民"应该是"何等收入水平的人群进行发问,提高中等收入体育彩民的比重,具有重要的理论价值和现实意义。研究认为体育彩票是一种准公共产品,是政府发展体育事业的一种筹资机制,具有再分配效应,可以让公民享有平等的参与体育的机会。但中低收入人群为主的体育彩民会带来结构性问题,包括社会整体福利提高的效果不完全、社会成本的增加。如何提高中高收入体育彩民比重?建议保证体育彩票作为公共娱乐消费品该有的有效性、将炫耀性元素融入体育彩票的设计与销售中,以及以中高收入人群为目标创新渠道策略。
The current research is rarely discussing what the income level of the Sports Lottery Buyers "should be". To improve the proportion of high--income Sports Lottery buyers, has important theoretical value and practical significance. The sports lottery, and a quasipublic goods, and a funding mechanism of the Government's sports development, has a redistributive effect, allowing the citizens to enjoy equal opportunity to participate in sports. But in low--income population--based sports lottery will bring about structural issues, including incomplete improving overall social welfare, the increase in social costs. How to increase the proportion of high income Sports Lottery buyers? Recommendations were proposed to ensure that sports lottery as the validity of public entertainment goods, conspicuous elements into the design and sales of sports lottery and innovative channel strategy according to high--income people.
