青海省本级异地安置离退休人员共有41572人,占异地就医总人数的75%。通过开展异地协作,部分离退休人员医疗费用实现了在就医地直报,但要从根本上解决问题,需要建立医保关系转移制度,参保地按一次性缴费方式,将退休人员的医保关系转向安置地。
