Constructing a harmonious socialist society and balancing social interests to plural differentiation call for the active par- ticipation of non- governmental organizations. Non -governmental organizations （NGO） in the social development should not be ig- nored. To build a prosperous, civilized and harmonious Dalian needs to give full play to the unique advantages of non - governmental organization.
