职业教育:从集团化走向战略联盟——基于我国职业教育集团化发展现状的研究

New Tendency of Vocational Education:From Group to Strategic Alliances——Based on the Research of the Development Status Quo of Chinese Vocational Education Group

职业教育集团化办学在我国教育改革与发展过程中发挥了重要的作用,但职业教育集团存在的区域性、行业性行政约束不利于其市场化竞争;职业教育集团成员间的从属关系不利于成员在更大区域范围的互利合作与发展。发展职业教育,实现职业教育集团化向职业教育战略联盟的跨越不仅是走市场化道路的必然选择,走开放式发展道路的客观要求,也是适应世界经济一体化,走国际化发展道路的必然趋势。当前,发展职业教育战略联盟,政府应明确角色定位,减少行政干预,加强市场引导与支持;职业院校应以服务经济为导向,加强自身能力建设,形成办学特色;企业应做好人才需求与实践培养的双向对接。

The school running of vocational education group has played an important role in the course of our educational reform and development. However, the locality and the industry administrative constraints of the vocational education group go against the marketizing competition; and the affiliations among the vocational education group members go against the mutual beneficial cooperation and development of the members in the broader area coverage. To develop vocational education and realize the crossing from vocational education group toward vocational education strategy alliances are not only the inevitable choice of the way to marketization, the objective requirement to take the road of opening development, but also the inevitable trend to adapt to the integration of the world economy and take the international developing path. Currently, to develop the vocational education strategy alliances, the government should clarify the role orientation, reduce administrative intervention, and strengthen market guidance and support; the vocational institutes should take the orientation of service economy and reinforce the construction of their own capability to form the school running characteristics; the enterprises should do well in the bidirectional conjunction of talent demand with practical cultivation.
