统筹城乡社会保障法律制度的路径分析

我国是二元结构的国家,既存在二元社会结构也存在二元经济结构。要实现城乡统筹发展,必须要了解二元结构产生的原因,我国二元社会保障制度是政策选择的必然结果。目前,二元社会保障制度已不能适应经济、社会协调发展的新要求,建立统筹城乡的社会保障制度具有可行性,要从立法理念、立法体系等方面着手进行完善。

China is a dualistic structure country, which is dualistic social structure and dualistic economic structure. To realize coordinative development, the reason why it is formed must be known. The urban - rural dualistic social security system resulted from political choice. Now dualistic social security can＇t accommodate the development of economy and society. Establishing coordinative social security is feasible. Consummating it must start from legislative concept, legisla- tive system and so on.
