关于社会科学评价机制创新的思考

Consideration about the Innovation Evaluation Mechanism of Social Science

科研评价机制创新是当前科技创新工作的重点问题之一。本文以社会科学为例,针对《国家哲学社会科学研究"十二五"规划》中建立分类评价标准和多元评价体系的要求,以社会科学评价机制创新的必要性和障碍因素分析为基础,提出了短期内加大学科发展基本规律和学术评价基础理论研究、中期通过推动学术价值评价和学术能力评价分离、长期加强中国特色的社会主义评价文明建设的社会科学评价机制的总体思路与内容框架。

The innovative research and evaluation mechanism is one of the key problems of current scientific innovation. In this paper, on the basis of the social science, according to the requirements for establishing classification evaluation criteria and plural evaluation system of ＂National Philosophy and Social Science Twelfthfive Plan＂, it is based on the necessity and bartiers factors analysis of social scientific evaluation mechanism innovation, and proposes to increase the subject development basic law and the academic evaluation basis theoretical studies in short- term, in mid- term promotes science evaluation value and the evaluation isolation of science ability, and in long-term strengthens the general ideaand the content frame of the social science evaluation mechanism for civilization evaluation of Socialism with Chinese Characteristics.
