基本药物制度下基层医疗机构补偿模式探讨

Exploration of the Compensation of Primary Health Care Institutions in Essential Medicines System

目的:通过对现有补偿机制和相关政策的分析,引导制定适宜的基本药物制度补偿模式。方法:文献法。结果:基本药物补偿相关政策推动了我国基本药物制度的发展;我国主要有以奖代补、收支两条线管理、政府全额补贴、多渠道补偿等基本药物补偿模式。结论:对基层医疗机构的经济补偿应以政府为主导,合理划分各级财政补助比例,采取调整医疗服务价格,提高医保报销比例,建立绩效考核与激励约束机制等措施。

Objective： Through the analysis of compensation mechanisms and relative policies, compensation mode of essential medicine system was summarized and some suggestions were given. Methods： Literature method. Results： The current compensation model is the multichannel compensation mode, containing taking the award for compensation, income and expenses two line management, government subsidies, multi-channel compensation etc basic drugs compensation modes. Conclusion： Medical institutions of the basic level of economic compensation should be oriented by government, the Rationally dividing the proportion of financial burden; adjusting the price of medical services; increasing the reimbursement proportion of medical insurance; establishing the mechanisms of performance appraisal and incentive are necessary.
