摘要
目的了解深圳市光明新区社区健康服务中心(社康中心)的人才建设、资源配置、业务开展及经济运行状况,找出存在的主要问题,并提出发展对策与建议。方法以光明新区的32个社康中心为调查对象,抽取不同行政岗位人员共160人进行问卷调查,并对相关负责人进行个人深入访谈及小组座谈。结果全区社康人员在编比例过低(缺编率达80.23%),人员极为紧缺(尚缺少卫生技术人员329人),从事公共卫生服务的人员严重不足。仅有11个社康中心的业务用房能满足开展业务的需要。基本仪器设备不全,较多出现陈旧老化现象,配置档次较低。结论应继续加大政府投入力度,落实财政补偿机制,加强社康人才队伍建设,完善管理和监督机制;加快完善医疗用房与设备建设,以保证功能需要及诊疗质量;不断进行社康文化建设和内涵建设,打造光明社康卓越品牌。
Objective To know about the personnel development,resource allocation,service development,economic situation of community health service(CHS) centers in Guangming New Area of Shenzhen city,so as to find out the main problems and provide the strategy and proposal of solution.Methods Totally 160 persons at different executive branches from 32 CHS centers in Guangming New Area were enrolled for questionnaire survey,and some relevant leaders of CHS centers were chosen for interview or group discussion.Results The proportion of the enlisted personnel was too low(the vacancy rate got to 80.23%).The staff was extremely scarce(329 health technicians were wanted),and thee was a serious shortage of employees engaging in public health services.There were only 11 CHS centers whose business houses met the demand of service.The basic equipments were incomplete,many of the equipments were obsolete and aging,and their grade was lower.Conclusion The government should continually increase financial aid,implement the financial compensation mechanism,improve management and monitoring mechanism.It is necessary for CHS centers to accelerate the improvement of the construction of medical buildings and equipment to ensure the functional need and medical quality,and continuously perform cultural construction and connotation construction so as to make an excellent brand of "Guangming CHS center".
