以把示范区建设成为生产要素集聚、设施装备先进、科技水平领先、经营机制完善、具有大包干发源地特色的现代农业示范区为目标。按照"一核一带五区"布局,力图将园区建设成为融生产生活、生态保护、科技研发、旅游观光、文化教育、物流信息于一体的现代农业发展区,以辐射和带动凤阳地区的农业现代化发展。
