Choosing the industrial gradient coefficient （IGC） as the indicator of. the gradent level of regional industries and through calcu-lating the IGC of Henan, Shanghai, Jiangsu and Zhejiang, we clarified, according to the actual situation of the country as well as of the provinces, the industries suitable to be transferred to Henan.
