建立矿业权管理综合改革“特区”实现整装勘查

Set the Special Zone of Mine Rights Management Reform for Integrated Exploration

矿业权管理综合改革已经进入深水区。要在整装勘查区快速实现找矿突破,实现"三五八"宏伟目标,必须用新政策、新手段、新方法,走局部试验、总结经验、整体铺开的道路。提出了在整装勘查区建立矿业权管理综合改革"特区",通过充分调动投资方、地勘单位、地质找矿科技人员、地方政府、矿区居民五方的积极性,建立五方共赢机制,实现特区"扩权、搞活、创新、公平"的目标。最后提出了特区建设的路径和建议。

Mine rights management reform has come to a critical stage.If we want to reach prospecting breakthrough in integrated exploration district to achieve the ＂358＂ goal,new policy,new instrument and new method must be applied and the way of partial area trial,experience summary and overall promotion must be stick to.Proposes was made to set special zone for comprehensive management reform of mine rights in integrated exploration areas.The investors,exploration units,technicians,local governments and residents should all be fully motivated for a whole win-win mechanism for the five sides to achieve the goal of dynamic,innovative and fair.Finally some suggestions were given for special zone construction.
