The Construction of Social Contradiction Dissolving Mechanism of Group Petition on Land-acquisition and Resident-resettlement

征地拆迁群访事件是近年来频发的社会现象。疏通群众利益诉求渠道,破除体制性梗阻,是化解征地拆迁群访事件频发困局的当务之急。本文根据征地拆迁群访事件的实际,提出了事前、事中、事后三个不同阶段的应对机制,包括事前的预警机制、事中的处置和化解机制,以及事后以法律为核心的多渠道解决机制等,力图从民生和科学的角度构建行之有效的长效机制。

The group petition on land-acquisition and resident-resettlement is a frequent social phenomenon in re- cent years. To build up unblocked channels for public interest expression and break the institutional barriers are the most urgent issues to dissolve the dilemma of frequent group petition on land-acquisition and resident-resettlement. This article brings the coping mechanism in three different stages according to the actual basis of group petition on land-acquisition and resident-resettlement, including the early warning mechanism before the event, the disposal and dissolving mechanism during the event and multiple-channel dissolving mechanism based on law after the e- vent, aiming to construct one long-time effective mechanism from the democratic and scientific views.
