2011年中央1号文件强调要"深化小型水利工程产权制度改革"。小型水利工程产权制度改革已有多年实践,如何深化,这是一个非常值得研究的问题。通过对过去小型水利工程产权制度改革的实践进行总结反思,结合当前水利改革发展的新形势、新任务、新要求,提出应当注重的问题和遵循的原则。

In the No.1 Document of the Central Government of China in 2011, ＂deepening property right system reform of small water conservancy project＂ is highlighted. Since the property right system reform of small water conservancy project has been conducted for several years, how to deepen the reform has become the subject worth of study. The relevant issues that need to be paid attention to and principles that need to be followed are raised on the basis of practices summary and consideration of new situation, tasks and requirements of water conservancy reform and development.
