中国环境保护事业的初创--兼述第一次全国环境保护会议及其历史贡献

The Start-up of China’s Environmental Protection Cause——Concurrently on the First National Environmental Protection Conference and its Historical Contributions

20世纪60年代末70年代初,以"废水、废气、废渣"为主要表现形式的环境污染问题在中国日益凸显,引起周恩来等中央领导高度重视。1973年8月5日,第一次全国环境保护会议在北京召开,直面我国当时存在的各类环境污染问题,分析国家环境保护现状,确定环境保护工作方针,讨论通过我国第一个环境保护文件,把环境保护问题提到国家政策层面,使环境保护走进公众视野,推动中国环境保护事业步入正轨。

In the late of 1960s and the early of 1970s, waste water, waste gas, waste residue, as the main mani- festation forms of environmental pollution problem, had become increasingly prominent in China and attached Zhou Enlai and other central leaders great importance. On August 5, 1973, the first National Environmental Pro- tection Conference was held in Beijing, which included facing various types of environmental pollution problems existing in China nowadays, analyzing the status quo of national environmental protection, setting the working pol- icy of environmental protection, discussing and passing the first environmental protection file, bringing environ- mental protection issues to the national policy level, letting environmental protection into the public view, and promoting China＇ s environmental protection cause on the right track .
