摘要
认为技术节能和政策节能是供暖节能中的两大因素。通过对有 /无节能设备的供暖住宅的实验研究 ,得出调节设备和收费政策的节能效果相当的结论 。
Considers that technical and policy factors are dominant in improving energy efficiency of heating systems. Educes that the energy saving effect by regulating equipment and charging policy are nearly equal. Provides the basis for formulating charging policy.
