当代中国社会建设中的协同治理——一个分析框架

Collaborative Governance in Contemporary Chinese Social Development——An Analysis Framework

基于政府治理水平和社会发育程度的考量,社会协同是当前中国社会建设中政府与社会间关系的现实选择。所谓社会协同治理机制,是指政府出于治理需要,通过发挥主导作用,构建制度化的沟通渠道和参与平台,加强对社会的支持培育,并与社会一起,发挥社会在自主治理、参与服务、协同管理等方面的作用。与此同时,政府始终保护并尊重社会的主体地位以及社会自身的运作机制和规律,并综合运用行政管理、居民自治管理、社会自我调节以及法律手段甚至市场机制等多种方式,形成政府主导、社会协同、共建共享的社会治理新格局,实现充满活力、和谐有序的社会治理目标。社会协同治理机制的建立,必须通过制度强化、制度改革和制度建设来实现,从强化向社会赋权制度、清除落后制度以及建立健全促进社会健康成长的支持培育制度等三个层面同步推进,并形成不同制度间的合力。而当各类社会主体日渐成熟后,它们必将推动政府转移更多职能,发挥社会在社会治理中的主体性作用,最终形成政府与社会间协同关系的良性循环。

The aforementioned collaborative state-society relationship structure refers namely to series of institutional arrangements in which the government leads the construction of social actor＇s institutionalized communication and participation channels. It is an arrangement with an enhanced amount of government provided support and education for social actors. Moreover, it also entails the government＇s collaboration with social actors in putting their full capacities to use in a series of institutional arrangements, e. g. through self-governance, participating service provision, and collaborating in public administration. At the same time, the government has to protect and respect the principal position of the society and the operation mechanism and the law of social development. Further, by using a combination of means, including public administration, self-governance by residents, self-regulation of civil society and legislation, the government is working hard to strengthen social administration in an innovative way in contemporary China, through building a socialist social administration system with Chinese characteristics under the leadership of the Party, with responsibility assigned to the government, with the assistance of society and with the participation of the general public, and to realize the goal of a full of vitality, harmonious and orderly society.
