摘要
基于灰色层次法(grey analytic hierarchy process,GAHP),采用B/S(浏览器/服务器)架构,设计开发了城市应急能力评估系统。层次分析法通过模拟决策者的思维,建立城市应急能力评估模型;灰色理论排除人为因素的影响,提取评估过程中的有用信息。经过需求分析、概念设计、逻辑设计,以JSP+Tomcat+Oracle作为开发工具,编程实现了应急能力评估与反馈,为城市应急能力建设提供信息化支持。
The B/S construction is used to design and develop urban emergency capability assessment system based on grey ana- lytic hierarchy process. The AHP (analytic hierarchy process) establishes an urban emergency capability assessment model by simulating decider's mind and the grey theory extracts the useful information during the assessment process and excludes the impacts of human factors. Through the requirements analysis, conceptual design, logic design, based on JSP + Tomcat +Oracle, the system is realized with assessing and feedback operations so that it can provide the information support for urban emergency capability building.
