摘要
针对高速公路联网计重收费方式实施后逃费现象严重和收费时间增大的问题,提出一种基于服务区的转移性辅助收费方法。该方法运用"过程-结果"时空相分离的思想,通过车牌识别、动态称重、IC卡智能控制等技术,在服务区建立一套完整的车辆出入自动化监管监控机制,将收费站的压力合理地转移到服务区。本方法彻底切断了服务区作为逃费的交换途径,杜绝了逃费行为的发生,明显减少了收费时间,提高了收费服务水平。对高速公路管理和服务体系有一定的借鉴价值,可以作为未来高速公路收费体系改革和发展方向的参考。
According to the serious problem of toll fee escaping phenomenon and increasing chargeable time after the implementation of expressway toll payment network and loading, a metastatic auxiliary charge method based on service area is proposed. This method using the idea of separation of "process-re- sult" in time and space, through the license plate recognition, dynamic weighing and IC intelligent control technology, a set of car in-out automation supervision mechanism in the service area is set up, the pressure of toll gate is reasonably transferred to the service area. This method completely cut off the service area as the way of exchange of toll fee escaping and eliminated the toll fee escaping behavior. Obviously ,it re- duced chargeable time and improved the service level . This paper is valuable to study for the expressway management and service system and could be used as a reference of expressway charge system reformation and development in the future.
