摘要
代建制是国家投资体制改革中以非经营性政府投资项目管理为主的新体制。目前这种体制的代建报酬在各省市呈发散式的发展模式,不利于项目代建制长远的发展规划与战略实施,导致在同一种体制下不同利益群体的博弈,加之该体制的现状服务报酬偏低,打击代建单位的积极性,不利于取费标准的统一,造成代建制发展的"瓶颈"。通过分析代建制服务报酬的国内现状,解析项目代建报酬现状发散模型,揭露代建费报酬结构与项目资金结构链模型的多元模糊关系,将代建报酬与项目资金结构链模型统一标准化。通过建立和分析代建服务报酬结构模型,论证取费模型的合理性、可行性,并引导代建费取费标准专业化、规范化发展,尽早实现国内取费标准的统一。
Agent Construction System is a new system which mains in non-business government in- vestment project management in the development of state investment system reform in China. Currently, Agency Fee of this system is a divergent development model in various provinces and cities. It is not con- ducive to the long-term development planning and strategy implementation of project construction agent system, resulting in the different interest groups game in the same system. Additionally, current service fee of this system is low, combating EPAM enthusiasm, and it is not conducive to unify fee standards, causing "bottleneck" of the Agent Construction System development. The multivariate fuzzy relation of a- gency fee structure and chain model of capital structure are exposed by analyzing the domestic current situ- ation and current divergence model of Agent Construction System services fee, the model of agent fee com- pensation structure and project financing structure chain are unified. It demonstrates the rationality and feasibility of fee model and guides the fee standards developing professionally and standardly by building and analyzing structure model of agent services fee, achieving theunity of fee standards in China as early as possible.
