摘要
本文通过介绍多年前一个有关大连新城中心区规划的具体案例,讲述了作者对于自上而下的规划体系在面向市场经济转型过程中的种种疑惑与担忧。与1980年代的土地认识相比,我们如今已经在城市土地开发中相当重视土地的经济、法律甚至社会属性,但其基础一直落在工程性上。那些就生活在这片土地上的农民,他们和土地之间本来存有的亲密关系,特别是农民对于土地的日常经验,仍无法进入到新城建设的价值体系中来。
As a case study, this article narrates its author's doubts and thoughts in the early 1990s when having involved in a planning consultation project for Dalian' s new town centre.In retrospect, as the author believes it, the fundamental engineering attitude towards land development hash' t changed that much, although the focus of planning in China these days shifts drastically to include the economic, legal or even social factors.Yet the age-old experience and knowledge of the villagers to their land, and to large extent, the topography itself. have rarely got a chance to turn into new town plan in the current urbanization process.
