摘要
为降低能源密集型产业的能源单耗、降低能源强度,需对能源补贴政策进行优化,在能源补贴政策发生变化后,微电网分布式发电技术投资结构将发生变化。从传统发电与可再生能源分布式发电技术的角度分析了减少化石能源补贴对微电网分布式发电技术投资的影响程度。根据经济、技术及环境指标运用多层次决策(MADM)法对能源补贴减少前后的各种微电网分布式发电技术的效益和成本进行了计算,并与化石能源投资成本进行了对比。算例分析结果表明,削减化石能源补贴可增加微电网分布式发电技术的投资份额,改善环境质量。
To reduce energy consumption per unit, as well as energy intensity in the energy-intensive industries, it is necessary to optimize the energy subsidy policy. With the change of energy subsidy policy, investment structure of micro-grid distributed generation technology will be changed. This paper firstly analyzes the impacts of the reduction of fossil energy subsidies on micro-grid distributed generation technology investments from the view of traditional generation and renewable energy generation technologies. Based on the economic, technical and environmental indicators, the MADM method is used to calculate the benefits and costs of various micro-grid distributed generation technologies by considering the influence of reduction of fossil energy subsidies. Comparison of fossil energy investment cost, example results show that the reduction of fossil energy subsidies can be beneficial to increasing of investment shares on micro-grid distributed generation technologies and thereby improving environmental quality.
