对口援助与落后地区经济开发区建设问题研究——以广东等省市援助喀什国家级特殊经济开发区为例

The Problem Research of the Counterpart Aided and Economic Development Zone's Construction in Backward Area——Taking the Guangdong and Other Provinces and Cities to Aid Kashi National Special Economic Development Zone as an Example

在最近促进落后地区经济开发区建设的实践中,出现了以对口援建为依托,以发达地区的资源和经验为援助内容,引导、扶持其发展的政策倾向。以广东等省市对口援助喀什国家级特殊经济开发区为例,分析了对口援助与落后地区经济开发区建设之间的内在逻辑联系,并由此得出结论:对口援助是落后地区建立、发展经济开发区的重要推动力和不可超越的阶段,广东等省市在喀什的经验值得借鉴和推广。

In the recent practice of promoting the economic development zone in the backward area,there appeared a policy tendency that relies on the counterparts aided and is with a aid including resources and experience from developed areas. This article takes the Guangdong and other provinces and cities to aid Kashi national special economic development zone as an example,analyses the immanent and logistic con- nection between the counterparts aided and development of backward region economy area. And we can draw a conclusion that the counterparts aided is an important impetus and a stage which cannot go be- yond to build and develop the economic development zone in the backward area, and the experience of Guangdong and other provinces and cities in Kashi is worth learning and promoting.
