地方中长期教育事业发展规划目标的比较与分析 被引量:1

摘要 比较各地方《中长期教育改革和发展规划纲要》中的教育事业发展量化指标值,可以得出以下几点结论。首先,地方版的教育改革和发展规划纲要对于国家版规划纲要具有充分的支撑力,除个别指标的个别地区外,2020年各省(市、区)都能按时完成国家相应的发展任务,但是一些地区的规划目标值偏高,实施的任务艰巨,对于教育发展薄弱地区急需政府给予其适当的资源、经费、政策等倾斜;其次,区域间基础教育差距将逐步缩小,但仍呈现东强中西弱的特征,尤其是高等教育,极化现象将进一步加剧;再次,学生人数将减少也是需重点关注的问题之一。 By comparing and analyzing the quantified index system of educational development in the Guidelines of the Local Program for Medium and Long-Term Educational Reform and Development, it is found out that the guidelines of the national edition is provided with sufficient support by that of the local edition. Almost all of the districts will achieve the goal set by the national program in 2020 besides indi- vidual districts. However, the targets of certain districts are set so high that they will be very difficult to reach. And governments should provide the relatively weak areas with the preferential resources, funds, policies, and so on. In addition, the gap of basic education among regions is going to be narrowed, but it still presents such a phenomenon that the eastern areas are generally much better than the Midwest, es- pecially for the tertiary education, the polarization of which will aggravate. Finally, the tendency that the number of the students will dwindle should be paid special attention to.
