摘要
新的发展环境下,科技创新已成为推动经济社会发展的重要驱动因素,同时科技服务业发展中的问题日益明显。如何建立先进、有效的现代科技服务体系和发展模式,是公共管理和服务研究与实践领域中的典型问题。通过对现代科技服务业发展现状与趋势的分析,深入剖析了其存在的问题,结合社会需求和竞争环境的变化,分析了现代科技服务体系的需求特征,提出了基于价值网的区域一体化的科技服务体系模型,给出了面向服务的协同发展新模式的对策与建议。
In the new developing environment of regional integration, innovation of science and technology has become an important driver to economic and social developing, but scientific and technological service industry is confronting prob- lems. How to establish an advanced and effective system and collaborative development model of scientific and technological service industry is a typical problem in the research and practice of public management and service field. Based on the value - nets and regional integration, combining analysis of modem technology services development status with changes in the competitive environment, we analyze its problems in - depth and state the new demands which the modem enterprises have in details. Therefore, based on the net - value and service - oriented regional integration, we propose a value - nets based model of the service system of science and technology, and some countermeasures and proposition for the new collab- orative developing mode are proposed.
