资金支持是海洋产业快速发展的重要保障,但目前以银行贷款为特点的单一融资模式不能适应发展需要,必须拓宽融资渠道。在金融发展理论、信贷配给理论和融资约束理论等融资理论的指导下,利用现代金融工具,发展现代海洋产业,搭建以政府投入为引导,以行业互助、抱团增信和内部融资为基础,以金融信贷、上市融资和票证融资为主体,以创业投资和风险投资为补充的多元融资模式,直接融资与间接融资并重,市场约束性强,以形成相互支持、互为补充、合作共赢的海洋产业生态金融。

Financial support is important guarantee for rapid development of modern ocean industry in China. Now single financial model whose characteristic is bank credit can＇t accommodate development need, so it is necessary to broaden financial channel. Based on financial theory such as financial development theory, credit rationing theory and financial constraints theory, we should take advantage of modern financial instruments to develop modern ocean industry, establish multiple financial models that government investment is guide, industry cooperation, united credit and internal capital are basis, bank credit, commerce bill and listing finance are substance, and venture capital and risk capital are complement. Direct finance and indirect finance are equally important, and market constraint is strong to develop financial eco-environment where mutual support, supplement each other and win-win cooperation exist in harmony with ocean industry.
