环境政策背景下的都市农业发展——以北京市为例

Development of modern urban agriculture based on the environmental policy:taking Beijing City for example

都市农业具有不同于传统农业的产业化和集约化的特点,更易受到环境政策的调控。北京作为首都,具有发展都市农业的便利条件和独特优势。在分析北京现代都市农业和环境农业政策的基础上,认为都市农业发展打破了城乡界限,为环境农业政策推行赢得了微观意愿基础,同时环境政策也会推动都市农业的发展,提高其国际化程度和影响力。因此应在完善环境农业规制手段、加强农业标准化建设以及重视环境农业政策中的经济手段等方面进行制度创新,在赢得良好生态环境的同时,通过都市农业的发展优化城市化进程。

Urban agriculture has different traits from traditional agriculture and is easy to be influenced by environ- ment policies. Based on the analysis to Beijing＇ s modern agri- culture and environment agriculture polices, this article argues that urban agriculture is eliminating the gap of city and the rural and winning the micro - desire to obey the environment agricul- ture policies. At the same time environment policies help the ur- ban agriculture too by internationalizing it. Thus this article sug- gests that it is necessary to make institution innovations on envi- ronment agriculture regulation, agriculture standardization and environment agriculture economic policies for better environment and better urbanization development.
