摘要
本文对我国西部大开发的技术思想进行了简要评述；并对西部地区城乡发展战略进行探讨，提出了注重提高人才资本质量，加快四大网络工程建设，改造企业制度，着力培植企业竞争优势。在构建区域经济发展极网络中推进小城镇建设等建议。
This paper reviews the technical ideology of the Western area development in China, discusses the urban and rural development strategy. It puts forward several suggestions, such as improving human resources' quality, promoting four networks construction, reforming enterprise system, developing competition superiority, and propelling small town development.
