当前中国高校的哲学社会科学创新:观念与路径--基于全国50所高校的调查 被引量:18

Innovation in Philosophy and Social Sciences in Chinese Higher Education:Ideas and Approaches — A Survey Based on Fifty Universities in China

摘要 2009年11月至2010年2月,围绕哲学社会科学创新问题,课题组在我国22个省(直辖市、自治区)的50所高校开展问卷调查。调查表明,在创新中实现繁荣发展,已成为当前中国高校哲学社会科学发展中的普遍期盼与核心主题。受访者对哲学社会科学创新能力构成的理解中,问题意识和前沿意识强烈,将学术发展与社会进步有机结合的思维取向突出;对相关主体推进哲学社会科学创新的意愿高度肯认,对其创新能力与成效的评价相对不高;对优化学术发展环境充满强烈期待,对研究者学术素质因素关注相对不足;肯定和认可推进创新的有关举措与建议,"改进评价机制"等被视为助益创新最需着力之处。深入推进高校哲学社会科学创新,应当坚持队伍建设为先,强化学风建设,增进方法自觉,着力培育战略科学家;坚持学术环境建设为重,优化政策和舆论环境,营造自由宽松的学术环境和聚焦质量与创新的评价环境;在遵循学术发展规律的基础上深化科研管理创新。 From November 2009to February 2010,our project group conducted a nationwide questionnaire survey in fifty universities across twenty-two provinces,municipal-ities and autonomous regions.The survey shows that realizing the flourishing development of philosophy and social sciences through innovation has become the common hope and central theme of Chinese universities.With regard to perceptions of the innovative capacity of philosophy and social sciences,respondents displayed a strong problem-consciousness and cutting-edge orientation,with strong ideas on the organic integration of academic development and social progress.While recognizing the will of some universities to innovate in philosophy and social sciences,respondents had a relatively low opinion of their innovative capacity and effectiveness.They had high expectations for the improvement of the academic environment,but paid insufficient attention to the academic quality of researchers.Respondents acknowledged and affirmed some of the measures and suggestions for the promotion of innovation,seeing 'improvement of the appraisal system',etc.as the most necessary task in innovation.To promote innovation in philosophy and social sciences in higher education,China should give priority to building talent ;should foster academic integrity ;should enhance methodological self-consciousness ;and should nurture apool of strategic scientists.It should give priority to building the academic environment while optimizing the policy and public opinion environment,so as to create a free and relaxed academic environment and an appraisal environment that emphasizes quality and innovation,and should deepen innovation in scientific management while complying with the laws of academic development.
