摘要
传统能源的逐渐枯竭和环境污染问题，与中国国民经济持续快速发展和城镇化进程的加速推进走向了2个完全对立的方向，而汽车产业作为国民经济的重要支柱产业，又是整个国民生产和消耗的“大户”，行至今天，节能与新能源显得越发重要。在国务院6月28日印发的《节能与新能源汽车产业发展规划（2012—2020年）》中，明确指出加快培育和发展节能汽车与新能源汽车，既是有效缓解能源和环境压力，推动汽车产业可持续发展的紧迫任务，也是加快汽车产业转型升级、培育新的经济增长点和国际竞争优势的战略举措。
